Can a wet shot nitrous kit be converted to dry shot?

I have a wet shot NX kit, and long story short, the fuel line can't be split to take fuel to the nozzle. So I have taken the fuel solenoid out of the circuit. I was wondering.. if I plug the fuel port on the nozzle with the appropriate fitting, can the kit be used as a dry shot safely? also... the vehicle in question is an 02 silverado
